California spent years blaming oil companies for sky-high gas prices — then a six-month investigation found the real culprit was the state government.
The details: A CBS News California investigation revealed that state policies, refinery closures, and California's isolated fuel market are to blame for driving the nation's highest gas prices above $6 a gallon – not price gouging.
After a taxpayer-funded special session and two years of investigation, state officials admitted they found no evidence of illegal price gouging.
However, two major refineries [Valero in the Bay Area and Phillips 66 near Los Angeles] shut down, eliminating nearly 20% of the state's refining capacity and hundreds of jobs.
Hypocrisy: In order to comply with its own environmental standards, California now outsources refining to Asia, where the environmental standards are weaker – not to mention the added costs for shipping that affect the pump price.
The numbers: California-specific costs – including a 61-cent state excise tax, 23 cents for cap-and-trade, and 14 cents for its Low Carbon Fuel Standard – add roughly $20 per fill-up over what drivers in other states pay.
Zoom out: The national average for a gallon of gas today is $4.16. In California, it’s $5.92 – meaning you pay a 42% tax to fill up your tank in California.
